Terms of Reference
Position: Information Systems Officer
Supervisor: NRC Head of Office, Gaza
Duty Station: Gaza City
NRC is currently implementing humanitarian aid programmes in Gaza which include
supporting the reconstruction effort through the Shelter/NFI cluster system, and
providing legal aid services through the Information, Counselling and Legal Assistance
(ICLA) project.
NRC is the co-lead of the Shelter/NFI cluster in cooperation with UNRWA. To improve
the operational effectiveness and efficiency of the cluster, the members have developed
the Unified Shelter Cluster Database (USCD). The USCD is managed by NRC on behalf of
all cluster members.
NRC seeks an Information Systems Officer to manage and maintain the current USCD
and to develop and maintain an NRC legal aid database.
General Responsibilities
Overall administration of the UCSD, including development and maintenance, all
data inputting and managing security and control measures;
Coordinate and facilitate the collection of data from Shelter Reconstruction
Working Group members, and other sources as required;
Develop, in cooperation with the NRC ICLA Project Coordinator, and maintain the
NRC legal aid database;
Create a system for producing regular reports reflecting the data entered in both
databases, and produce weekly, monthly, quarterly and yearly reports as
required;
Provide ad-hoc reports and data summaries as requested by the head of office;
Deliver database training to all system users;
Represent NRC at cluster coordination meetings when required;
Work closely with other members of the NRC team involved in different activities
to explore the possibility of developing additional IT support to NRC
programmes;
Provide technical advice and support regarding the NRC office internal network,
PC software and hardware and other related IT issues;
At all time exercise due care in all matters of data confidentiality, and not divulge
any information or data that has not been approved for release;
Performs such other duties as may be assigned by the head of office.
Minimum required qualifications and skills
BA in computer science, IT, computer engineer or other related discipline
At least 3 years relevant experience in IT related work
Good knowledge and practice in running SQL-SERVER DBMS
The ability to build web application using ASP.Net
The ability to deal and maintain networks and PCs (operating systems and
hardware)
Strong organisational and logistical skills
Strong interpersonal skills
Good command of written and spoken English
