UNRWA is the United Nations agency responsible for the protection, care and human development of a

population of some 4.6 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon,

and the Syrian Arab Republic. The Agency is committed to assisting Palestine refugees in maintaining a

decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of

human rights, and leading a long and healthy life. UNRWA is by far the largest UN operation in the Middle

East with over 29,000 staff. Most of the staff members are refugees themselves, working directly to benefit

their communities – as teachers, doctors, nurses or social workers.

JOB DESCRIPTION
The successful candidate for this job will be responsible for developing and supervises the monitoring and
evaluation system for the CMHP and designing surveys for mental health issues. The Research and
Evaluation Officer will be responsible to the Programme Manager, CMHP.

MAIN RESPONSIBILITIES

In accordance with the established Agency policy and procedures, the incumbent:
• Designs and implements evaluation methodologies to measure the impact of various interventions done
by CMHP staff; develops evaluation and intervention research papers to help in setting up the strategic
objectives of the programme;
• Is responsible for evaluation of various activities performed by CMHP staff, including capacity building,
using standardized scientific approaches; assists CMHP staff in the submission of scientific articles to
international peer reviewed journals; trains staff on subjects related to research and surveys conducted
as needed;
• Develops and supervises the monitoring and evaluation system for the CMHP including plans and
activities; manages and develops the mental health database to produce needed statistical indicators;
• Establishes and designs surveys for screening the refugee population for various mental health issues
and other intersecting fields; follows up implementation and evaluation of various interventions;
• Coordinates with counterparts at Education, Health , Relief and Social Services, and other Agency
programmes to assess the mental health needs of served refugees;
• Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
• A university degree in psychology, social work and/or health professions.
• At least four years experience in monitoring and evaluating mental health, health, or psychosocial activities,
projects and/or programmes.
• Excellent written and spoken English.
• Advanced computer skills especially with database programmes;
• Excellent research and analytical skills;
• Knowledge in statistical programmes including SPSS;
• Excellent communication skills;
• Knowledge of standard scientific journals procedures for publications.
• It is desirable to possess advanced degree in public health or mental health if the BA in psychology, social
work or health professions.

CONDITIONS OF SERVICE

• Basic Salary: Monthly basic salary $1,145.20; plus monthly dependency allowance up to $123.25
• Contract Duration: Three years including 1 year probation period.
• Leave: 30 days annual leave
• Pension: Provident Fund contribution
• Other conditions of service and benefits may apply.

EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

Where there are two or more equally qualified candidates, selection preference will normally be given to

internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal

candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her

current contractual status and entitlements in accordance with current letter of appointment and applicable

Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but

are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved

candidates for a period of up to one year, and may be considered for future vacancies in the same position.

The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising

the vacancy.
